Docs: Correct the note about the CORE_UPGRADE_SKIP_NEW_BUNDLED
constant in $_new_bundled_files
global description.
In order to tell WordPress not to install new bundled themes on update, `CORE_UPGRADE_SKIP_NEW_BUNDLED` should be set to `true`, as the name suggests, not `false`. Follow-up to [39064].
