Customizer: Nav Menus JS cleanup, second round

* Follow the same pattern of namespace instantiation that `WidgetCustomizerPreview` uses
* Remove use of `self` for global delegation
* Use `api` for `wp.customize` and import only top-level globals
* Bind `this` where appropriate and disambiguate scope
