Accessibility: remove the title attribute from the get_search_form()
HTML5 search field.
It was added in [23801] as a workaround for issues with very old browser/screen reader combos (Jaws7/IE6). No more necessary today. Reduces redundancy and noise for screen reader users. See #16539.
