78bf972b68 Improve page loads in the theme customizer by layering loading iframes. Automate refreshing, but debounce multiple refresh events to prevent hammering the server with requests. see #19910.

d219e90d41 Update wp-tinymce.js.gz. 
* Plugins are now sorted alphabetically during concatenation, to ensure consistent generation.
 * Key tinymce/wp-tinymce.js.gz off the revision number, rather than the date.
see #19592.
