Clarify the _doing_it_wrong message for conditioanl tags. init prevents the fatal error, but the query still isn't run. Just drop the mention of a hook and we end up with better reasoning why this doesn't work to boot. see #14729 .

Move the CPT archive flag outside of the rewrite argument, into its own has_archive. has_archive controls more than just URL rewriting, it also handles whether ?post_type= is treated as a CPT archive. feeds remain in rewrite as ?feed= would work regardless. see #13818 .

Generalize taxonomy queries:
...
* transform wp_tax_query() into WP_Object_Query::get_tax_sql()
* create parse_tax_query() method in WP_Query
* add doc-block for $tax_query and $meta_query
