266cd3f5df Replace check_permissions() with ajax_user_can(). New method returns true/false to current_user_can(), which we then handle in admin ajax. see #15326.

* use column_*() methods
	* remove extra arguments from single_row()
	* introduce derived class WP_Post_Comments_Table for handling the post metabox comments
	* use $pending_count property instead of $_comment_pending_count global
