Revert _admin_bar_preferences() and add a class to the table row to allow it to be hidden. Forcing the use of CSS at least attempts to ensure that the developer will recognize that the saving aspect isn't handled. Handle this in the future across all settings screens. Clarify the _doing_it_wrong message for conditioanl tags. init prevents the fatal error, but the query still isn't run. Just drop the mention of a hook and we end up with better reasoning why this doesn't work to boot. see #14729 .
