This avoids the performance overhead of the function call every time `dirname( __FILE__ )` was used instead of `__DIR__`.
This commit also includes:
* Removing unnecessary parentheses from `include`/`require` statements. These are language constructs, not function calls.
* Replacing `include` statements for several files with `require_once`, for consistency:

This introduces three new strings that can be used to control the maximum length of automatically generated excerpts for posts, comments, and draft post previews in the dashboard. Optionally combined with the existing word count type control this allows languages which include many multibyte characters to specify more appropriate maximum excerpt lengths.

Fix off-by-one error in pixel color checks for rotate and flip image tests.
Change to using PNG with single pixel to ensure that errors are caught in the future, rather than lost in JPEG noise.

The `WP_Block_Parser` class, and the accompanying `parse_blocks()` helper function, can be used to parse an array of blocks out of a content string.
`WP_Block_Parser` is copied from the `@wordpress/block-serialization-default-parser` package. To ensure it stays in sync with the JavaScript parser, changes should be implemented in the package first, then the package version should be upgraded to include the changes.

When able to be parsed, store the created date for a video file from meta,
since this is useful separately from the dates on the file itself.
Introduces `wp_get_media_creation_timestamp()` to read the timestamp from
getID3 and a `wp_read_video_metadata` filter analogous to
`wp_read_image_metadata`.

[39831] introduced more strict MIME type checking for uploads, which
resulted in unintetionally blocking several filetypes that were
previously valid. This change uses a more targeted approach to MIME
validation to restore previous behavior for most types.

Due to inconsistencies in the way browsers handle Exif orientation data,
if a user manually rotates an image within WordPress, set the Exif orientation to
the default (1) so that the image displays with the same rotation/flip in every browser.

Prevents post type templates ignoring post types due to invalid characters. Each entry in the `Template Post Type` comment is run through `sanitize_key()` to match the sanitisation used by `register_post_type()`.

WordPress has supported custom page templates for over 12 years, allowing developers to create various layouts for specific pages.
While this feature is very helpful, it has always been limited to the 'page' post type and not was not available to other post types.
By opening up the page template functionality to all post types, we continue to improve the template hierarchy's flexibility.
In addition to the `Template Name` file header, the post types supported by a template can be specified using `Template Post Type: post, foo, bar`.
When at least one template exists for a post type, the 'Post Attributes' meta box will be displayed in the back end, without the need to add post type support for `'page-attributes'`. 'Post Attributes' can be customized per post type using the `'attributes'` label when registering a post type.

When support for PDFs is available, on upload,
render 'Thumbnail', 'Medium', 'Large', and 'Full' sizes of
the first page, and save them in attachment meta.
Use these renders within Add Media, Media Gallery and List views,
Attachment Details, Post/Attachment Edit screens, and Attachment pages.
Support available by default via Imagick -> ImageMagick -> Ghostscript,
but can be provided by any `WP_Image_Editor` that supports PDFs.

New default themes require workarounds being added to several unit tests, as they often alter default WordPress behaviour. To avoid ongoing maintenance issues, this change switches to a minimal theme when running tests.
This change also removes the old workarounds for default themes.

The most useful function this introduces is `get_theme_file_uri()`, which returns the URL to the specified file in the child theme if it exists, and falls back to the URL to the specified file in the parent theme. This allows parent themes to reference files (including enqueuing CSS and JavaScript files) that can be overridden by the child theme simply by existing.
This change also introduces `get_theme_file_path()`, which is the file path equivalent of `get_theme_file_uri()`.
Finally, `get_parent_theme_file_uri()` and `get_parent_theme_file_path()` are also introduced, which allow a theme to specifically reference a file URL or file path in the parent theme. These can be used as replacements for `get_template_directory_uri()` and `get_template_directory()` respectively, for consistency.

New functions in `media.php`:
* `wp_get_attachment_image_srcset_array()` - Returns an array of image candidate string data used to build a `srcset` value for an attachment given an `$attachement_id` and `$size`.
* `wp_get_attachment_image_srcset()` - Returns the `srcset` value for an attachment given an `$attachement_id` and `$size`.
* `wp_get_attachment_image_sizes()` - Returns the `sizes` value for an attachment given an `$attachement_id` and `$size` and optional arguments used to alter its output.
* `wp_make_content_images_responsive()` - A display filter for adding `srcset` and `sizes` to images embedded in content.
* `wp_img_add_srcset_and_sizes()` - A utility function used by `wp_make_content_images_responsive()` to add `srcset` and `sizes` to a single `<img>` element.
Modifies existing core functions:
* Modify `wp_get_attachment_image()` so the HTML returned for an image includes `srcset` and `sizes`.
* Modify `get_media_embedded_in_content()` (sup, 3.6 leftover) by adding `<img>` to the list of accepted tags that can be matched in content. This is used in `wp_make_content_images_responsive()` to find all of the images embedded in content before passing them off to `wp_img_add_srcset_and_sizes()`.
