876ce909c0 Twenty Twelve: enable live preview for Header Text Color in Theme Customizer. Change also removes an !important declaration (yay) in Custom Header CSS rules.

fb4ae83cc5 Twenty Thirteen: header area with no site title or tagline should still be clickable to home. Fixes #23549.
