3f059bff7c Upgrade/Install: After [40394], rename wp_disallow_file_mods() to wp_is_file_mod_allowed(). 
This makes it more clear what this function is about.

f44a9eba4e Upgrade/Install: Introduce wp_disallow_file_mods() helper function. 
This is a wrapper around the checks for the `DISALLOW_FILE_MODS` constant to determine whether file modifications are disallowed.

1825eff382 General: use get_bloginfo( 'version' ) instead of global $wp_version in several locations - excluding those locations which reload version.php mid-flight.

b4fca4a558 Hooks: Standardize naming of dynamic hooks to use interpolation vs concatenation. 
Benefits gained in discoverability and self-documentation throughout core trump the negligible performance hit in using interpolation in hook names.

1ca2426e77 Upgrader: Rename class-wp-automatic-upgrader.php to class-wp-automatic-updater.php. 
The class is named `WP_Automatic_Updater` not `WP_Automatic_Upgrader` like all the other upgrader classes. 

Introduced in [37409].
