0f8ce0e0df Process waiting pings a half hour after the last ping to avoid spamming ping sites. Don't make a ping wait if the last ping was more than half an hour ago. Props VoxPelli. fixes #6698 for trunk

cc56ac3d6d sanitize_comment_cookie() handles the attribute escaping, so remove the extra escaping and leave the phpdoc.

a692acecdf Escape , , and for use in attributes by default since so many themes don't escape them. Use wp_get_current_commenter() to get the raw values.
