Boone Gorges e102a22f80 Remove failing `is_textdomain_loaded()` test. 
The removed test has been added as a patch to the original ticket, #21319.

Scott Taylor 8a2c79d897 Fix the failing l10n assertions: 
* Check if the file exists before running `true` assertions
* If the file doesn't exist, run `false` assertions

Andrew Nacin 8045afd81b Move PHPUnit tests into a tests/phpunit directory. 
wp-tests-config.php can/should reside in the root of a develop checkout. `phpunit` should be run from the root.
