82d7870fe4 Build Tools: Add a WordPress Development Environment. 
This commit adds the first iteration of a Docker-based config for setting up a local WordPress development environment.

Props pento, noisysocks, mcsf, pbearne, isabel_brison.

42a8715471 Build/Test Tools: Add the e2e tests setup. 
- Adds a local environment based on docker
 - Adds the e2e tests setup
 - Adds a "Hello World" e2e test to serve as a template
