make enum names work again
allow old names in enums, so edivips --format allows IM_BANDFMT_UCHAR,
VIPS_FORMAT_UCHAR and uchar

reorganise tools/ dir
The subdir in tools are no lonmger necessary. Also, remove ther old bin
links feature, not very useful anymore.
