John Cupitt 0c70f3dc7d add fail-on : better control over loader error handling (#2360 ) Instead of a simple fail/don't-fail boolean switch, add fail-on, an enum which sets the sensitivity of loaders to errors. libvips test suite

This is in two parts: a few simple bash scripts in this directory are run on "make check", and a fancier Python test suite that's run by Travis on each commit.
