John Cupitt b2ad9f9df8 better compat with older libheif
We were looking for "yes" from the builtin_h265_decoder variable to
enable heifload, but this variable was only added in libheif 1.3, so we
failed to turn on heifload correctly.

We now look for not "no", ie. default on.
