19e2ffe37e system/psmq: update to v0.2.1
This release breaks API and ABI by making use of library way
easier and more safe. No app in a nuttx tree uses psmq, so
nothing in-tree will be broken by this change.

Updated license files to Apache 2.0.

Tested on nucleo-f091

e7156be066 Change the defaults of stack size configs to DEFAULT_TASK_STACKSIZE
This commit changes only ones with the default 2048 and
leaves the others.
E.g. this leaves SYSTEM_RAMTEST_STACKSIZE, whose default is 1024.
I guess those need to be inspected one-by-one.

73ab5e2750 Remove some cases in Kconfig files of 'comment' with 'depends on'. That is probably a good practice. I removed these because (1) is not done elsewhere so it is just an inconsistency, and (2) the HTML generation tool at nuttx/tools/kconfig2html.c would need to be extended to parse that case.
