arch: armv7-a: Fix the pause handler for SMP

Summary:
- Apply the same logic added to cxd56_cpupause.c

Impact:
- SMP only

Testing:
- Tested with sabre-6quad:smp (QEMU and dev board)
- Run smp and ostest
