boards: raspberrypi-pico: Adjust CONFIG_UART0_TXBUFSIZE for SMP

Summary:
- I noticed that sometimes automatic tests failed due to
  missing serial outputs, although the kernel is still alive.
- This commit fixes the issue.

Impact:
- raspberrypi-pico:smp only

Testing:
- Tested with smp, ostest, etc.
