risc-v/esp32-c3: refactor the Wi-Fi board logic.
This commit moves the Wi-Fi initialization to Wi-Fi specific file and to spiflash initialization. It also reserves one partition for Wi-Fi use and for general use, and makes it possible to me mounted by several FS.
