nxsig_tcbdispatch: unblock task in case of CONFIG_LIB_SYSCALL

Otherwise, long-sleeping system calls using nxsig_timedwait
are not actually interrupted.

Tested with "ntpcstop" using lm3s6965-ek:qemu-protected config.
