Allocate the device buffer only if the protocol really need to send data.
not all protocols require the driver to prepare additional iob before
sending, especially UDP, each iob reserves l2/l3 header in advance
after prepare write buffer, net device could reuse this entry to send directly

When trying to use iperf2, we found it comsumes all the IOB when sending UDP packets, then devif_poll has no IOB to send the packet out, so speed drops to 0 and never recovers.

Fix icmpv6_reply logic broken by commit 48311cc61f and 391b501639.
- 48311cc61f "Fix unaligned memory access when creating ICMP Port Unreachable messages"
- It removed `htonl` function outside `data`, then the byte order may be wrong, so add `htons` back.
- 391b501639 "net: extract l3 header build code into new functions"
- It mis-removed the `memmove`, and the icmpv6 has no payload copied after this commit.

The `datalen` indicates the whole len of original packet, which will become the payload inside icmpv6 packet.
Using `datalen = (ipv4->len[0] << 8) + ipv4->len[1]` in icmp_reply is correct, because it includes IPv4 header, but when coming to IPv6, the `len` does not include the header, so we need to add it back.

Net poll teardown is not protected by net lock, if the conn is released
before teardown, the assertion failure will be triggered during free dev
callback, this patch will add the net lock around net poll teardown to
fix race condition

commit 3b69d09c80 corrected the
unreachable handling for net/udp/icmp but introduced an unaligned store.
This splits the uint32_t data field into a two element uint16_t data
field to avoid the unaligned store.

tcp_timer: eliminated false decrements of conn->timer in case of multiple network adapters.
The false timer decrements sometimes provoked TCP spurious retransmissions due to premature timeouts.
In case of enabled packet forwarding mode, packets were forwarded in a reverse order
because of LIFO behavior of the connection event list.
The issue exposed only during high network traffic. Thus the event list started to grow
that resulted in changing the order of packets inside of groups of several packets
like the following: 3, 2, 1, 6, 5, 4, 8, 7 etc.
Remarks concerning the connection event list implementation:
* Now the queue (list) is FIFO as it should be.
* The list is singly linked.
* The list has a head pointer (inside of outer net_driver_s structure),
and a tail pointer is added into outer net_driver_s structure.
* The list item is devif_callback_s structure.
It still has two pointers to two different list chains (*nxtconn and *nxtdev).
* As before the first argument (*dev) of the list functions can be NULL,
while the other argument (*list) is effective (not NULL).
* An extra (*tail) argument is added to devif_callback_alloc()
and devif_conn_callback_free() functions.
* devif_callback_alloc() time complexity is O(1) (i.e. O(n) to fill the whole list).
* devif_callback_free() time complexity is O(n) (i.e. O(n^2) to empty the whole list).
* devif_conn_event() time complexity is O(n).
Because of this, it will take some time to detangle the licensing under net/. Many new features, original features were added to the NuttX network. Clearly, any references to Adam Dunkels in the files that implement these new features that have no counterpart in uIP 1.0 are errors.
This PR removes the references and converts the license headers to Apache 2.0 where possible. The affected files include only (1) the implementation of IPv6 (including neighbor support under ICMPv6) and (2) Raw sockets. Neither of these features are present in uIP 1.0 and the licenses can be freely updated.
Implement si_send/sendto/recvfrom with si_sendmsg/recvmsg, instead of
the other way round.

Net cleanup (#17)
* Fix the semaphore usage issue found in tcp/udp
1. The count semaphore need disable priority inheritance
2. Loop again if net_lockedwait return -EINTR
3. Call nxsem_trywait to avoid the race condition
4. Call nxsem_post instead of sem_post
* Put the work notifier into free list to avoid the heap fragment in the long run. Since the allocation strategy is encapsulated internally, we can even refine the implementation later.
* Network stack shouldn't allocate memory in the poll implementation to avoid the heap fragment in the long run, other modification include:
1. Select MM_IOB automatically since ICMP[v6] socket can't work without the read ahead buffer
2. Remove the net lock since xxx_callback_free already do the same thing
3. TCP/UDP poll should work even the read ahead buffer isn't enabled at all
* Add NET_ prefix for UDP_NOTIFIER and TCP_NOTIFIER option to align with other UDP/TCP option convention
* Remove the unused _SF_[IDLE|ACCEPT|SEND|RECV|MASK] flags since there are code to set/clear these flags, but nobody check them.

* mm/iob: Introduces producer/consumer id to every iob call. This is so that the calls can be instrumented to monitor the IOB resources.

net/mld/mld_send.c: Correct the address used in sending the General Query. It should be the unspecified address in that case.
net/mld: Querying workaround. The MLD implementation does not follow the RFC correct when it is the Querier. The Querier should use a general query and get query messages from all members of all groups. This would be driven by a single timer since all groups are queried at once. Instead, the design currently uses a Multicast Address Specific Query with one timer per group and ignores groups that we are not members of.
Normally it is required that the network be in the "down" state when re-configuring the network interface. This is thought not to be a necessary here because.
1. The ICMPv6 logic here runs with the network locked so there can be no outgoing packets with bad source IP addresses from any asynchronous network activity using the device being reconfigured.
2. Incoming packets depend only upon the MAC filtering. Network drivers do not use the IP address; they filter incoming packets using only the MAC address which is not being changed here.
