98899ffe11 boards: hifive1-revb: Enable some nsh commands in nsh/defconfig 
Summary:
- I noticed that most of nsh commands are disabled by default
  due to the recent changes for CONFIG_MM_SMALL=y in apps.
- This commit re-enables some nsh commands.

Impact:
- None

- Tested with QEMU

185de258bf Fix preprocessing directives for uart flow control 
commit 58bd873729 had a mix of
`#if defined(X)` and `#ifdef X`, but used `#if X` in its TCSETS ioctl
logic which causes compile warnings.

76b2f7199d sched: fix the bug of task's tmeslice 
The BUG is as follow:
 1. Suppose there are two ready tasks t1 and t2 have the same priority, and t1 is the running.
 2. A new, higher priority task t0 (such as hpwork) is ready, then switch to t0.
 3. After t0 is suspended, then switch to t1 and reset the t1's timeslice.
 4. goto 2
The t2 will have no chance to run.

7332053e5c boards/esp32: Restrict FS options when Flash Encryption is enabled 
Some incompatibilities exist between the encryption block of the SPI
Flash peripheral and the algorithms of some file systems. LittleFS is
currently the only supported file system which is known to work
correctly when Flash Encryption is enabled.

88f07bd229 Remove .clean_context 
These changes are from this PR: https://github.com/apache/incubator-nuttx/pull/5069
However I felt they were better as a stand only change.

The `.clean_context` dependency didn't make sense. It was a workaround to ensure that `context` was cleaned when the `.config` changed.
Rather than having a work around, this PR ensures that `clean_context` is run when the `olddefconfig` target is run

Verified locally by running: `tools/testbuild.sh -j 100 -e '-Wno-cpp -Werror' tools/ci/testlist/arm-01.dat`

df956b08f2 Ensure that sethostname null terminates the hostname correctly 
commit e1c306f2dd added sethostname using
strncpy. This replaces it with strlcpy and uses sizeof() instead of
re-calculating the buffer size.

Rename size argument for get/sethostname to match the implementation

fc41bb7f8a boards/m100pfsevp: Decrease DDR lane temination values to 40 ohm and increase BCLKSCLK_OFFSET 
This fixes problems with DDR training sequence on aries m100pfs board

    - Set LIBERO_SETTING_RPC_ODT_* to 6, which matches 40 ohm. Originally it was 120 ohm (2)
    - Set BCLKSCLK_OFFSET value to 5, which matches icicle board setting
