b3b543e093 arch/nrf52: add initial support for IEEE 802.15.4 
Supported features:

- frame transmition
- frame reception and filtering
- immediate ACK (incoming and outgoing)
- promiscuous mode
- delayed transmision
- radio events trace
- setting pending bit for all incoming Data Request frames
- un-slotted CSMA-CA

Work in progres features (some logic is present, but they require more work):

- beacon transmision (periodic transmition works, but requires verification)
- slotted CSMA-CA
- GTS

Fetures not implemented:

- enhanced ACK (Enh-ACK)
- enhanced beacon
- low power mode
- advanced features from IEEE 802.15.4e (DSME, TSCH)

Added examples for boards:

- nrf52832-dk: mrf24j40_6lowpan
- nrf52832-dk: mrf24j40_mac
- nrf52840-dk: ieee802154_6lowpan
- nrf52840-dk: ieee802154_mac
- nrf52840-dongle: ieee802154_mac
- nrf9160-dk-nrf52: ieee802154_6lowpan
- nrf9160-dk-nrf52: ieee802154_mac

535a3dbb18 boards/{nrf52840-dk| nrf52840-dk}: use TIMER1 as hardware timer 
TIMER0 is reserved for SoftDevice and will be reserved for IEEE 802.15.4
so it's better to use another timer by default

3c0ce99c01 boards/nrf52832-dk: add MCUboot configurations 
Added configurations:
- mcuboot_loader - MCUboot loader
- mcuboot_loader_minimal - MCUboot loader optimised for FLASH usage.
  Further optimization can be achieved by CONFIG_LTO_FULL=y.
- mcuboot_app - MCUboot compatible application.
  Needs to be signed manually:
  imgtool.py sign nuttx.hex nuttx_img.hex --align 8 -v 1.0.0 -H 0x200 -S 0x30000 --pad-header --pad

154852acb5 sched/mqueue: Reduce the initial memory consumption 
Change the preallocated message and descriptor from 32/24 to 4.
The total size is reduce from 1892 to 532

e1d3627bb1 sched/wdog: Change the default value of MAX_WDOGPARMS from 4 to 2 
since the maximum number of argument pass to wd_start in the whole
code base is 2 and change CONFIG_MAX_WDOGPARMS in some defconfig
from 1 to 2 oherwise pthread_condclockwait will fail
