This PR renames `tools/Makefile.*` to have the `.mk` extension. This PR also updates `README.md` and other files that references the other files.
Note: Skipped Makefile.host for this PR since it caused failures in CI for the sim build
By using a standard extension for Makefiles (https://www.file-extension.info/format/mk), editors will auto-format files.
This change will also improve developer ergonomics when searching for specific files
Verified locally that build still works, CI will verify more!

The patch
Make: use gcc as LD
introduced use of GCC wrapper as linker. LD variable references GCC
executable now. But when GCC wrapper s used to build relocatable
loadable objects (ELF executables and modules) then it causes
linking of toolchain default libc and other libraries even when -r
is usd. Another problem is that incorrect multiarch variant is selected
for libraries search and possibly even for LTO or C++ templates
instantiating and other glue code which causes fails during linking
if CFLAGS selects non/default miltiarch variant.
Corresponding CFLAGS are passed to LDMODULEFLAGS and LDELFFLAGS
as well as -nostartfiles -nodefaultlibs options.
Separate line is used to easily find and adjust lines if link
process is changed in future.

All supported arch uses a push-down stack:
The stack grows toward lower addresses in memory. The stack pointer
register points to the lowest, valid working address (the "top" of
the stack). Items on the stack are referenced as positive(include zero)
word offsets from sp.
Which means that for stack in the [begin, begin + size):
1.The initial SP point to begin + size
2.push equals sub and then store
3.pop equals load and then add

A system timer with a 10 MS period is not sufficient to run the dual thread sporadic scheduler test since the timings in that test are also around 10 MS. Apparently there is a race condition when both sporadic thread's budgets complete on the same clock time. This change does not eliminate the race, but reduces its effect greatly.

There is a good case on sim platform:
When we input some cmd and click enter key to start application in terminal,
this context will change to application from IDLE loop. Althrough entey key '\r'
has been received to recv buffer and complete post semaphore of reader, but
pollnotify may not be called because context change. So when application run
poll function, because no events happend and poll enter wait, context will
again change to IDLE loop, this pollnotify of IDLE loop will run to send poll
events, poll function of applicaton will wake up. It's wrong!

stm32_i2sdev_initialize to stm32_i2sbus_initiliaze, to be consistent
with the way other buses are initialized.
The stm32_i2sdev_initiliaze (similar to stm32_spidev_initialize for
example) is a board specific function that does any necessary
initialization that's board depedent.
This is a change suggested by Xiao Xiang in an email thread. Some make variables with depend on forking and shell and running a script to get the value of the variable. Using := we can force the calculation to occur only once. This leads to a small but consistent improvement in build performance.
This change really applies to ALL Make.defs files but is applied only to one here so that it can be thoroughly verified and possbily leveraged to other Make.defs files in the future.

Not only are these tools old and no longer used but they are all equivalent to standard ARM EABI toolchains. Retaining specific support has no effect (they are still supported, but now just as generic EABI toolchains).
1. Add missing conditional logic in include/sys/syscall_lookup.h
2. CONFIG_NPTHREAD_KEYS removed from code but was still in sched/Kconfig
3. Refresh all configurations affected by PR 1007
4. syscall/syscall_funclookup.c needs to include nuttx/tls.h
1. Move pthread-specific data files from sched/pthread/ to libs/libc/pthread.
2. Remove pthread-specific data functions from syscalls.
3. Implement tls_alloc() and tls_free() with system calls.
4. Reimplement pthread_key_create() and pthread_key_free() using tls_alloc() and tls_free().
5. Reimplement pthread_set_specific() and pthread_get_specicif() using tls_set_value() and tls_get_value()
The "info" structure was used non initialized and causing bad sounds at
boot. The start() function is anyway called later on when actually playing
sounds.
The are remaining nxstyle complaints due to the use of mixed case identifiers in arch/arm/src/lc823450/lc823450_irq.c This, cannot be easily fixed since it depends on register definitions in header files that have implications to section other lc823450 files.
