- Adds support for the Starcat Jupiter Nano

- this board is very similar to the Microchip/Atmel
SAMA5D2-Xplained board (sama5d2-xult)
- in NuttX 11.x and 12.x the nuttx entry point
for the sama5d2-xult board changed to 0x20008E20
(from 0x2008040).
This change updates defconfigs and the README.txt
to reflect that.

Follow the POSIX description.
SIGTSTP should be sent when the Ctrl-Z characters is encountered, not SIGSTP.
Testing:
Built with hifive1-revb:nsh (CONFIG_SERIAL_TERMIOS=y, CONFIG_SIG_DEFAULT=y and CONFIG_TTY_SIGTSTP=y)
1.Reduce the default size of task_group_s(~512B each task)
2.Scale better between simple and complex application

Change the preallocated message and descriptor from 32/24 to 4.
The total size is reduce from 1892 to 532

since the maximum number of argument pass to wd_start in the whole
code base is 2 and change CONFIG_MAX_WDOGPARMS in some defconfig
from 1 to 2 oherwise pthread_condclockwait will fail

* SAMA5D27 peripheral support - USB Host working
- updated nsh defconfig with vfat for testing USB Host
- sama5d2_xult: USB Host worked.
- ported sam_bringup.c code from sama5d3-xplained
- USB 2.0 HS now working
- other perpherals may work, but haven't been tested
* update license headers to approve NuttX Apache-2.0
