d1be53e748 drivers/segger: make RTT_MODE configurable

To allow use NO_BLOCK mode, so the system keeps running when debugger disconnected.

1b6ce6b4cf SEGGER_RTT: solve compile error when enable segger rtt in armv7m. 
1. SEGGER_RTT_ASM_ARMv7M include SEGGER_RTT.h, and SEGGER_RTT.h
include SEGGER_RTT_Conf.h, so add __ASSEMBLY__ in
SEGGER_RTT_Conf.h;
2. AFLAG add segger/config because SEGGER_RTT_ASM_ARMv7M.S
include SEGGER_RTT_Conf.h;
