(1) Keep the `.init_array` and `.ctors` symbols and sort them according to their initialization priority.
(2) Exclude symbols ending with crtend.* and crtbegin.* to support c++
application.if we not exclude crtend.* crtbegin.* frame_dummy will be
added when enable any c++ application with global variables, this symbol
execution is problematic, removing it does not affect the application.

This provides an alternate tickless scheduling method, which uses the riscv
mtimer as a timebase, allowing the time and timeh registers to used
throughout an application.
The exiting tickless method, using Litex's timer0 has been left in place, as
it is a more performant option, but currently has the potential issue
identified in #11189.
- migrated /README are removed from /boards
- there are a lot of READMEs that should be further converted to rst.
At the moment they are moved to Documentation/platforms and included in rst files
When I try to set priorities in certain programs, such as init_priority(HIGH_PRIORITY), I've noticed that during linking, there's no guarantee that the programs will be compiled in the sequence I've specified based on priority. This has led to some runtime errors in my program.
I realized that in the ld file, when initializing dynamic arrays, there's no assurance of initializing init_array.* before init_array. This has resulted in runtime errors in the program. Consequently, I've rearranged the init_array.* in the ld file of NuttX to be placed before init_array and added a SORT operation to init_array.* to ensure accurate initialization based on priorities during linking.
Adds a platform specific implementation for tickless schedular operation. This includes:
- Tickless operation for vexriscv cores.
- Tickless operation for vexriscv-smp cores.
- Ticked operation for vexriscv-smp cores.
Ticked operation for vexriscv core has been refactored.
Additional default configuration added to demonstrate operation.
Both tickless and ticked options use Litex timer0 for scheduling intervals. This is significantly faster than interfaceing with the risc-v mtimer through opensbi.

Changes the executable type built against the `make export` target fully linked by default. This greatly improves performance when loading applications, as relocations no longer need to be processed.
- Fix DMA addressing issues within litex_sendsetup/litex_recvsetup
- Extend with handling specific to eMMC commands during init & use.
- Cleanup of 4-bit BUS handling for SD and eMMC
- For eMMC, Send CMD0 during init as per JEDEC v4.41 for pre-idle
PWM driver for multiple peripherals supplied in gateware.
Only single channel frequency and duty cycle control is implemented. Pulse counting and multichannel features are not currently feasible.
Additions also include a new board configuration for arty-a7 which enables the PWM driver and example application.

Enable this option to optimization the unused input sections with the
linker by compiling with " -ffunction-sections -fdata-sections ", and
linking with " --gc-sections ".

## Summary
A lot of linker scripts were listed twice, once for unix, once for windows.
This PR cleans up the logic so they're only listed once.

Any opportunity to use a single source of truth and reduce lines of code is a win!
