Yanfeng Liu 2827703b0c sched/signal: reclaim dynamic sigactions ...

This adds pre-allocation and dynamic allocations for sigactions.
Current behavior can be acheived by setting SIG_ALLOC_ACTIONS to
a number larger than 1.
