Masayuki Ishikawa c60a23b313 Merged in masayuki2009/nuttx.nuttx/fix_syscall_build (pull request #691)
syscall: Fix parallel build in making context.

This patch avoids running $(MKSYSCALL) and .context in parallel and
ensures that tools/mksyscall is built before it is actually used.
