Alin Jerpelea 8dd660ecd4 nuttx: Author David S. Alessio: update licenses to Apache
David S. Alessio has submitted the ICL and we can migrate the licenses
 to Apache.

Gregory Nutt has submitted the SGA and we can migrate the licenses
 to Apache.
