Rename various functions per the quidelines of https://cwiki.apache.org/confluence/display/NUTTX/Naming+of+OS+Internal+Functions

    nxsem_setprotocol -> nxsem_set_protocol
    nxsem_getprotocol -> nxsem_get_protocol
    nxsem_getvalue -> nxsem_get_value
