arch/arm/src/tiva:  Add GPIO IRQ stubs for clean compile

    arch/arm/src/tiva/cc13xx:  Add build framework for CC13xx GPIO interrupts.  Change prototypes of some GPIO IRQ interfaces so that the function prototype is common between LM3S, LM4F, TM4C, and CC13xx.

  This directory holds NuttX board support for the TI LAUNCHL-CC1312R1.

Status
======

  2018-12-03:  Fragmentary board support in place.  The initial intent
    of this board support is simply to assist in the CC13xx architecture
    development.  Serious board development will occur later.

Serial Console
==============

  The on-board XDS110 Debugger provide a USB virtual serial console using
  UART0 (PA0/U0RX and PA1/U0TX).
