update CONTRIBUTING.md

Browse Source 
Add note about package size limits. For now it is 100 MiB per deb file
but is subject to be reduced to 50 MiB after few more submissions.

i686, x86_64), effective disk usage is 4 times bigger than size of single

important functionality.
