termux-tools: termux-change-repo: add cloudflare backed host as mirror

Browse Source 
Expose 2 variants of primary package server:

* packages.termux.org, which is IPv6-only and exposed to IPv4 through
  FossHost proxy.

* packages-cf.termux.org, that uses CloudFlare as IPv6-to-IPv4 proxy
  and CDN.
