Don't use %n in vasnprintf.c, it breaks things.

See m4's issue in #4381.
This should be fixed in the next gzip release, though, as gnulib has
been updated in the master branch. However, for now, this will fix
things.

should not accept arbitrary values for marking them "enabled". Instead
they should accept boolean values which makes them easier to handle and
also makes their meaning clear.
build-package.sh should make decision based on variable's value but not on
whether it is set or empty.
