Docker and build updates
...
- Update to build on ubuntu 16.04.
- Docker: Set FORCE_UNSAFE_CONFIGURE=1. Fixes #275 .
- Docker: Various fixes.
- Neovim: No longer require lua.
- Some minor package updates.
