e421f262dc Replace usages of basename() with wp_basename() in order to support multibyte filenames
This is focused on the pieces of code that touch media files and the tests that support them. `basename` isn't multibyte compatible out of the box. See http://php.net/basename and https://bugs.php.net/bug.php?id=62119.

7303470ecd Media: media_handle_sideload() expectes wp_insert_attachment() to return a WP_Error.
For `wp_insert_attachment()` to do that, we need to be setting the `$wp_error` parameter to true.

25e9a6d249 Media: Store audio creation date in meta.
In [41746], `wp_get_media_creation_timestamp()` was introduced to read the created timestamp for videos from `getID3` in meta whenever possible. This information is useful separately from the dates on the file itself.

This adds the same support audio files by utilizing `wp_get_media_creation_timestamp()` in `wp_read_audio_metadata()`.

a75d153eee Coding Standards: Upgrade WPCS to 1.0.0
WPCS 1.0.0 includes a bunch of new auto-fixers, which drops the number of coding standards issues across WordPress significantly. Prior to running the auto-fixers, there were 15,312 issues detected. With this commit, we now drop to 4,769 issues.

This change includes three notable additions:
- Multiline function calls must now put each parameter on a new line.
- Auto-formatting files is now part of the `grunt precommit` script. 
- Auto-fixable coding standards issues will now cause Travis failures.

1fddd69163 I18N: Use the actual placeholder instead of a number in translator comments if the corresponding string does not use numbered placeholders.
Add missing translator comments in `WP_Theme_Install_List_Table` and `wp_notify_postauthor()`.

c625e2e7d9 Media: Remove unnecessary aria-required attribute from legacy (pre-3.5.0) media functions, added in [7888].
At the time, having both `required` and `aria-required` meant a wider range of support for browsers and assistive technology. Today, it's safe to use just `required`.

574821573a General: Fix some precision alignment formatting warnings.
The WPCS `WordPress.WhiteSpace.PrecisionAlignment` rule throws warnings for a bunch of code that will likely cause issues for `wpcbf`. Fixing these manually beforehand gives us better auto-fixed results later.

f797c252d9 General: Reformat inline if () statements inside HTML tags.
This pattern occurs a handful of times across the codebase:

`<div class="foo<?php if ( $bar ) { echo ' baz'; } ?>">`

Unfortunately, it doesn't really play nicely with `phpcbf`, so all instances need to be removed in preperation for auto code formatting.

4670c8f3af Media: Don't backdate media uploaded to pages.
When media is uploaded to a post, the upload directory is set according to the date of the post, so that the media URLs in the post match when the post was published.

A page is a slightly different beast, pages often live for years, and are regularly updated to stay relevant. This change causes media uploaded to pages to use the upload date to determine the upload directory.

0cf7fbf654 Media: Store video creation date in meta.
When able to be parsed, store the created date for a video file from meta,
since this is useful separately from the dates on the file itself.

Introduces `wp_get_media_creation_timestamp()` to read the timestamp from
getID3 and a `wp_read_video_metadata` filter analogous to
`wp_read_image_metadata`.

06329dc35e Media: Ensure 'media_handle_upload()' returns 'WP_Error' on failure.
This fixes an issue where failures when inserting the attachment post via
`wp_insert_attachment()` would result in a return value of `0` instead of a
`WP_Error` object, as documented. This is addressed by passing `true` as the 
fourth param (added in WP 4.7.0) when calling `wp_insert_attachment()`.

7ddf1b3ce1 Fix broken audio/video functions when sanitizing ID3 data

35e6dbe14f Media: Add support for rendering PDF thumbnails.
When support for PDFs is available, on upload,
render 'Thumbnail', 'Medium', 'Large', and 'Full' sizes of
the first page, and save them in attachment meta.

Use these renders within Add Media, Media Gallery and List views,
Attachment Details, Post/Attachment Edit screens, and Attachment pages.

Support available by default via Imagick -> ImageMagick -> Ghostscript,
but can be provided by any `WP_Image_Editor` that supports PDFs.

0d0e2bf2ba Media: Use wp_basename() to create attachment titles from filenames.
In [38294], `pathinfo()` was used with the `PATHINFO_BASENAME` constant to
get the basename of the file to be used as an attachment title, which depends
on PHP locale and can cause issues with UTF-8 characters. This uses
`wp_basename()` instead, which is a more i18n-friendly version of `basename()`.

ee7f970ffa Administration: Improve the usage of the button CSS classes.
Introduces some consistency in the usage of the button CSS classes, fixes the
focus style for accessibility and responsiveness of the buttons.

- Adds the `button` class to all primary buttons make them responsive
- Removes all `secondary-button` classes and replaces it with button when needed. `button-secondary` shouldn't be used and exists just for backward compatibility reasons
- Replaces classes inside `submit_button()` with a shorthand for some buttons, and use an empty string for the default `button` class. Passing `button` is unnecessary
- Adjusts `get_submit_button()` to remove empty items

206380180e Text Changes: Unify permission error messages.
The new format looks like "Sorry, you are not allowed to <action>.". This provides a consistent experience for all error messages related to missing permissions. It also reduces the number of similar strings and allows translators to provide a consistent style in their language.

726057bc41 Media: Add action to display attachments on the edit screen.
This adds a new action hook, `wp_edit_form_attachment_display` to
`edit_form_image_editor()`, which can be used as a fallback to render
previews of an attachment that isn't an image, audio, or video file
included in the media library.

Known functions, classes, and methods are now auto-linked in Code Reference pages following #meta1483.

Note: Hook references are still linked via inline `@see` tags due to the unlikelihood of reliably matching for known hooks based on a RegEx pattern.

b723d3fb75 CSS: Rename the handle for deprecated-media.css after [36341].
The `media` handle is now used for `media.css` thus the stylesheet
for the old media UI needs a different handle name.
