d41d58d128 Move the optimization done to get_user_by() in [21376] higher up the stack, into map_meta_cap() and is_super_admin(). 
This provides nearly the same benefits without possibly receiving a stale object from get_userdata(),
which could affect authentication, and introduce side effects for plugins.

see #21120.

56dd6e86a3 Add term_taxonomy_id field handling to WP_Tax_Query::transform_query(), allowing the transformation to be bypassed when tt ids are passed.

ee8cf061f8 Introduce wp_get_mime_types() for fetching the complete list of mime types. Remove the static caching of the types so that filters other than the first filter work. Use wp_get_mime_types() in do_enclose(). fixes #21299 #21594
