When the signal sent by the sender is blocked in the target task,
if the target task has an action registered with sa_flags SA_KENELHAND,
it will directly respond to the action in the context of the sender.
When the action is executed, it will have the parameters set by the
target task with sigaction:sa_user.

It takes about 10 cycles to obtain the task list according to the task
status. In most cases, we know the task status, so we can directly

For example, task is blocked by nxsem_wait(sem1), use nxsem_wait(sem2)
in signal handler, and take sem2 successfully, after exit from signal
handler to task, nxsem_wait(sem1) returns OK, but the correct result
should be -EINTR.

pthread_exit will be called recursive when pthread_cancel
or other cleanup operation with syscalls that support
cancellation, to avoid this by mark current tcb flag as
TCB_FLAG_CANCEL_DOING instead of TCB_FLAG_CANCEL_PENDING.

Otherwise, long-sleeping system calls using nxsig_timedwait
are not actually interrupted.
Tested with "ntpcstop" using lm3s6965-ek:qemu-protected config.
Summary:
- This commit changes spinlock APIs (spin_lock_irqsave/spin_unlock_irqrestore)
- In the previous implementation, the global spinlock (i.e. g_irq_spin) was used.
- This commit allows to use caller specific spinlock but also supports to use
g_irq_spin for backword compatibility (In this case, NULL must be specified)

- Remove per-thread errno from the TCB structure (pterrno)
- Remove get_errno() and set_errno() as functions. The macros are still available as stubs and will be needed in the future if we need to access the errno from a different address environment (KERNEL mode).
- Add errno value to the tls_info_s structure definitions
- Move sched/errno to libs/libc/errno. Replace old TCB access to the errno with TLS access to the errno.

Remove CONFIG_CAN_PASS_STRUCTS #620
The configuration option CONFIG_CAN_PASS_STRUCTS was added many years ago to support an old version of the SDCC compiler. That compiler is currently used only with the Z80 and Z180 targets. The limitation of that old compiler was that it could not pass structures or unions as either inputs or outputs. For example:

NOTE: This commit cannot pass the PR checks because it depends on matching changes to the apps/ directory.
* tools/nxstyle: Added logic to parse section headers (like Included files, Pre-processor Definitions, etc.) and to assure that the section headers are correct for the file type. Also (1) verify that #include appears only in the 'Included Files' section and that (2) #define only occurs in the Pre-processor definition section.
Right now, there are several places where that rule is not followed. I think most of these are acceptable so these failures only generate warnings, not errors. The warning means that we need to go look at the offending #define or #include and decide if it is a acceptable usage or not.
