- use 'lan9250_ioctl' to set and get the value of lan9250 phy register
- use `lan9250_uninitialize` to un-initialize the ethernet driver

Some drivers may set too big quota by accident and consume all of our
buffers, so we add a check when registering devices.

Also extend the "struct phy_desc_s" to support for 1GB PHY's, the speed
detection always needs more than one bit.

Add a static port-based VLAN configuration for KSZ9477 switch. This doesn't
use the VLAN tagging, but is a switch's internal mechanism to simply configure
if the packet forwarding is allowed from one port to another.

The `xxx_ipv6multicast` function in each driver is not adapted to
multiple IPv6 addresses yet, and they're redundant, so try to take them
into common code.
Change:
1. Add MAC `g_ipv6_ethallnodes` and `g_ipv6_ethallrouters` in
`icmpv6_devinit` and call them in `netdev_register`
2. Add multicast MAC for Neighbor Solicitation when adding any IPv6
address, and remove them when IPv6 address is removed
3. Select `NET_MCASTGROUP` when `NET_ICMPv6` because now we need
`d_addmac` when we have ICMPv6
Note:
We want modules outside net stack to call functions like
`netdev_ipv6_add` and never touch the related MAC address, so these MAC
functions are added as internal functions to `net/netdev/netdev.h`

-The qemu wifi fucntion only supports the STA mode and the following
operations:
wapi mode wlan0 2
wapi scan wlan0
wapi psk wlan0 password 3
wapi essid wlan0 wifi_name 1
wapi show wlan0
wapi disconnect wlan0

Commit 8a63d29c removed `devif_iob_send` from `udp_sendto_buffered`
workflow, `devif_iob_send` drops too big packet. Now we still need a
place to check the packet length, otherwise a packet larger than MTU
may be sent to the net driver.
In case of similar problem happens somewhere else, this commit also
adds a check in `netdev_upperhalf`, and count these cases into
`NETDEV_TXERRORS`.

1. Supporting `SIOCSIFADDR` and `SIOCDIFADDR` with Linux in6_ifreq struct to manage ipv6 addresses.
Ref: https://man7.org/linux/man-pages/man7/netdevice.7.html
2. Supporting alias like 'eth0:0' for multiple IPv6 addresses, to keep previous ioctl `SIOCGLIFADDR`, `SIOCSLIFADDR`, `SIOCGLIFNETMASK` and `SIOCSLIFNETMASK` working.

Add the Sim WiFi function, which can provide the wifi operating on nuttx sim emulator,
and support two modes that simulate wifi, HWSIM and RNC(real network card).
- In the HWSIM mode, we simulates two wlan interfaces. The wlan0 is STA and
the wlan1 is AP. The wlan0 can connect to the wlan1 in the nuttx simulator.
- In the RNC mode, we can use the same wlan interface name on the nuttx simulator
to control the connection behavior of the real wireless card.

1. Update all CMakeLists.txt to adapt to new layout
2. Fix cmake build break
3. Update all new file license
4. Fully compatible with current compilation environment(use configure.sh or cmake as you choose)
------------------
How to test
From within nuttx/. Configure:
cmake -B build -DBOARD_CONFIG=sim/nsh -GNinja
cmake -B build -DBOARD_CONFIG=sim:nsh -GNinja
cmake -B build -DBOARD_CONFIG=sabre-6quad/smp -GNinja
cmake -B build -DBOARD_CONFIG=lm3s6965-ek/qemu-flat -GNinja
(or full path in custom board) :
cmake -B build -DBOARD_CONFIG=$PWD/boards/sim/sim/sim/configs/nsh -GNinja
This uses ninja generator (install with sudo apt install ninja-build). To build:
$ cmake --build build
menuconfig:
$ cmake --build build -t menuconfig
--------------------------
2. cmake/build: reformat the cmake style by cmake-format
https://github.com/cheshirekow/cmake_format
$ pip install cmakelang
$ for i in `find -name CMakeLists.txt`;do cmake-format $i -o $i;done
$ for i in `find -name *\.cmake`;do cmake-format $i -o $i;done

This is a refactored version of the SLIP network driver. Updates
include:
1. The original design started two kernel threads per SLIP device.
The refactored version uses file_poll to essentially be driven
by the UART RX and TX interrupts and pushes work to the low
priority work queue.
2. The SLIP byte un-/stuffing is more efficient now, using memcpy
instead of handling each byte individually.
3. The switch of the old SLIP driver to IOBs caused buffer overwrites
if packets were sent that would not fit into a single IOB. This is
fixed now.
