configs/spark: Removes Spark board configuration. Still available in the Obsoleted repository. This is preparation for removal of CC3000 support by Alan Carvalho de Assis. If there is no CC3000 support, then there is no purpose in supporting the Spark either.

The examples/qencoder app was trying to init the encoder by a direct call into the board, cheating in a local header to declare the normally unavailable function prototype.

Rename adc_devinit() to board_adc_setup(). Add support to the boardctl() interface so that it can call board_adc_setup() on behalf of an application. Change apps/examples/adc to that is now calls boardctl() instead of adc_devinit() in order to initalize the ADC device.
