add support for UART 16550 compatible PCI device.
For now we support qemu serial PCI devices and AX99100 based cards.

we can use uart to debug nuttx,like debugger:
1. read/write memory
2. Use watchpoint,breakpoint,single step.
use up_debugpoint api
3. Ctrl+c to stop, continue, or single step.
hold uart send and receive
4. register a panic event, when crash or assert/panic, we use uart to
debug.

It uses the memory block as the serial communication medium, which can communicate between different processes or different CPUs
Using the following configuration, the cross-core communication rate of 200MHz cortex-M55 is about 461KB/s

At present, the serial drivers qemu_serial.c and serial_pl011.c on the fvp-v8r and qemu platforms in arm64 are duplicated
and need to be merged. The plan is to place them under the drivers\serial directory to create a common code module,
so that both fvp-v8r and qemu can use the same code.
In the future, if new platforms use pl011 serial ports, they can also be directly reused

CONFIG_SERIAL_TERMIOS only decide whether to support c_cflag field since
many terminal application need the first three fields to work correctly.

since the console is normally opened three time as stdin, stdout and
stderr and remove the dependence on STANDARD_SERIAL because other type
of serial drivers also support the poll through the same codebase.

Follow the POSIX description.
SIGTSTP should be sent when the Ctrl-Z characters is encountered, not SIGSTP.
Testing:
Built with hifive1-revb:nsh (CONFIG_SERIAL_TERMIOS=y, CONFIG_SIG_DEFAULT=y and CONFIG_TTY_SIGTSTP=y)
This commit does two things:
1. First, it reorganizes the driver Kconfig files so that each is self contained. Before, a part of the driver configuration was in drivers/Kconfig and the rest was in in drivers/xyz/Konfig. Now, all of the driver configuration is consolitated in the latter.
2. Second, this commit correct numerous serious errors introduced in a previous reorganization of the driver Kconfig files. This was first noted by Nicholas Chin in PR270 for the case of the drivers/i2c/Kconfig but some examination indicates that the error was introduced into several other Kconfig files as well.
The nature of the introduced error was basically this:
- Nothing must intervene between the menuconfig selection and the following conditional configuration otpions.
- A previous PR erroneously introduced unconditional options between the menuconfig and the following confditional logic, thus corrupting the driver menus.
This error was easy to make because the driver Kconfig files were not well modularized. Making them fully self-contained should eliminate this kind of error in the future.
This port was effort of a number of people, I rather arbitrarily gave authorship to Guiding Li because he has the largest number of fundamental quashed commits from the Xiamoi repository.

Remove drivers/misc/misc_rpmsg.c and include/nuttx/misc/misc_rpmsg.h. These are specific to the Xiaomi application.

Add procfs support to show stopped tasks. Add nxsig_action() to solve a chicken and egg problem: We needed to use sigaction to set default actions, but sigaction() would refuse to set actions if the default actions could not be caught or ignored.
sched/signal: Add configuration option to selectively enabled/disable default signal actions for SIGSTOP/SIGSTP/SIGCONT and SIGKILL/SIGINT. Fix some compilation issues.
sched/sched: Okay.. I figured out a way to handle state changes that may occur while they were stopped. If a task/thread was already blocked when SIGSTOP/SIGSTP was received, it will restart in the running state. I will appear that to the task/thread that the blocked condition was interrupt by a signal and returns the EINTR error.
sched/group and sched/sched: Finish framework for continue/resume logic.
