Summary:
- In cxd56xx, ldrex/strex behavior is slightly different from
other Arm architectures. Dummy strex must be issued to release
the exclusive load & store unit.

- In order to support the atomic instructions by ldrex/strex instruction
in NuttX SMP, the data or later sections are mapped to the system bus.
Impact:
- Bootloader for Spresense SDK 2.1.0 or later must be installed
- Loops per msec must be adjusted
- Physical address for DMA must be converted with CXD56_PHYSADDR
Testing:
- Will be tested with later commits

drivers/syslog: Remove emergstream implementation and caller
since emergstream always call syslog_force, but syslog_force is designed
for the interrupt context, and then doesn't mean any emergency thing.
On the other hand, emergstream has other bad side effect:
1.Can't output to file or dev channel
2.Can't work well with the interrupt buffer

Algorithm: Scan the entire ramlog buffer, the position of the head
is the first byte is not empty and second byte is empty. The position
of the tail is the first byte is empty and second byte is not empty.

It's better to save one argument by returning pid directly.
This change also follow the convention of task_create.
BTW, it is reasonable to adjust the function prototype a
little bit from both implementation and consistency since
task_spawn is NuttX specific API.

OS functions in syscall.csv are ordered alphabetically. However, two recently added functions are not in the correct location. This PR simply corrects that ordering.
The ordering of one entry was also corrected in libs/libc/libc.csv. Same issue.
This change is only cosmetic.
