This commit adds two new IOCTL commnands for ADC driver. Command
ANIOC_RESET_FIFO resets FIFO head and tail which causes the driver
to wait for the new data to be received. Calling this command before
reading ADC data in user space ensures that the read data are newly
sampled.
Command ANIOC_SAMPLES_ON_READ return the number of read channels in
the buffer. This can be useful in nonblocking mode when the application
needs to get the samples received before the app was started.
Both IOCTL commands are used only in generic driver section only and do
not have any effect on existing architecture specific drivers.

Number of configured ADC channels is currently only defined in board
level section, typically in xxx_adc.c file. This commit introduces
ioctl command ANIOC_GET_NCHANNELS that returns the number of configured
channels which is determined by the driver code. The change can allow the
applications to be more flexible when it comes to multiple ADC devices
with different number of configured channels.

BOARDIOC_SWITCH_BOOT is required to communicate the boot partition from
userspace (OTA subsystem) to board. It can be used to change the system
boot behavior. So it's useful for A/B boot or even single boot case.
For the board support A/B boot case:
1. Download the new image from the sever
2. Write the new image to the alternative partition
3. Call BOARDCTL_SWITCH_BOOT to the alternative system
For single boot partition case:
1. Download the new image from the sever
2. Call BOARDCTL_SWITCH_BOOT and reboot to a small system
3. Write the new image to the main partition in the small system
4. Call BOARDCTL_SWITCH_BOOT again to the main system

NuttX provides the UDP_BINDTODEVICE socket option. This is a UDP protocol-specific implementation of the semi-standard Linux SO_BINDTODEVICE socket option: "SO_BINDTODEVICE forces packets on the socket to only egress the bound interface, regardless of what the IP routing table would normally choose. Similarly only packets which ingress the bound interface will be received on the socket, packets from other interfaces will not be delivered to the socket." https://codingrelic.geekhold.com/2009/10/code-snippet-sobindtodevice.html
If CONFIG_NET_UDP_BINDTODEVICE is selected and a UDP socket is bound to the device, then unrecognized packets UDP packets must not be dropped, but must be forwarded along to the bound socket unconditionally.
It the typical case, this should have no impact. It does effect the applications that use DHCP and do select the UDP_BINDTODEVICE socket option.
This PR replace existing improper logic in the code and also the improper attempts to fix problems from PR #3601 and PR #3598. Those changes are improper because they expose DHCP appliction dependencies in the OS, breaking modularity and independence of the OS and application.
Tested with stm32f4discovery:netnsh with CONFIG_NET_UDP_BINDTODEVICE. A proper DHCP test setup is needed, however.

This adds a sensor driver for the hyt271, hyt221, and hyt939 sensor module from
vendor iST (Innovative Sensor Technology). This sensor type is connected via i2c
bus and allows the measurement of relative humidity and temperature.
Each driver instance supports two different character device for each type
(/dev/sensor/tempX and /dev/sensor/humiX).
This driver also supports changing the i2c address of one connected sensor on
the bus. This requires a callback to the platform-specific board logic which
must ensure a power-on reset.
Optional the driver allows setting up a read interval for fetching sensor data.
This is done by a worker thread and can be useful when watching several sensors
via poll() by the userspace application.

When CONFIG_SYMTAB_ORDEREDBYNAME is selected most code will use
the ordered search function. When it is not selected no code will
use the ordered search function. This change merges the two
functions and varies its behaviour based on the config setting,
such that all callers can simply call the one search function
and get the best behaviour.
An additional configuration option allows leading underscores to
be stripped from symbols being relocated in loaded objects. This
allows toolchains which prefix C symbol with underscores to make
loadable ELF objects.

While testing PR #2989 on the H7 I noticed that the cards

scr read path was using DMA without an invlidate.
This was caused by CONFIG_ARCH_HAVE_SDIO_DELAYED_INVLDT,
but the sdmmc driver, did not use the delayed invalidate
nor would it work on 8 bytes.
The driver fully supported dcache mgt on runt buffers, but
the #ifdef CONFIG_ARCH_HAVE_SDIO_DELAYED_INVLDT blocked it.
Reviewing the PR that added CONFIG_ARCH_HAVE_SDIO_DELAYED_INVLDT
it may have been valid at the time. But after the dcache operations
we fixed. It is not necessary and offers no benefit.
