6acb4532d4 sched.h: Update doc link for tcbinfo_s 
Original documentation link for riscv is broken,
so update to the correct link for all architectures.

Put the link around `reg_off` to avoid the long line warning
from nxstyle.

8bdc975abb riscv/cmake: fix Toolchain.cmake issue 
This fixes the following issue when configuring canmv230:master
with Ubuntu stock toolchain and cmake 3.22:
